RTM VACANCY:
In the event of a vacancy in the membership of the RTM, the Town Clerk will ask the remaining members of the precinct to meet in caucus to elect a replacement.  Registered voters of the same precinct who shall have notified the Clerk, in writing, of their willingness to serve shall be elected by ballot at the caucus.  The caucus is usually scheduled to be held just prior to the first session of the Annual Town Meeting and the first session of the Semi-Annual Town Meeting but may vary.  Notice of the number of vacancies as well as the date, time and place of the caucus is sent by mail to all remaining RTM members as well as published in a local newspaper.  This notice will include a deadline by which the application must be received by the Clerk's office.  Applications to fill a vacant position are available in the Town Clerk's Office or by clicking APPLICATION.  All appointment will expire at the next Town Election.

YEARS ON FILE: 1887 - PRESENT

Massachusetts Birth Certificates are recorded in the community where the birth occurred and in the community in which the Mother resided at the time of birth.  (Records of births occurring outside of Massachusetts are not available.)

MARRIAGE CERTIFICATES:

YEARS ON FILE: 1887 - PRESENT

We have marriage certificates on file if the bride and groom filed their marriage intentions with the North Attleboro Town Clerk's office.

Marriage certificates are retained in the community in which the Intentions were filed and by the State's Vital Records Office. (617-727-0036)

DEATH CERTIFICATES:

YEARS ON FILE: 1887 - PRESENT

Death Certificates are recorded in the community where the death occurred and in the community in which the decedent resided at the time of death. (Records of deaths occurring outside of Massachusetts are not available.)

DOG LICENSES:

Dog Licenses are valid April 1 through March 31.

Fee: $20.00 male/female or $5.00 if spayed/neutered.

Licenses are available starting on the 1st of March.

Dogs licensed on or after May 1st will be subject to $25.00 late fee.

Who must license:
All dogs 6 months of age or older must be licensed.
Any dog brought into Town must be licensed within 60 days.

What you need to license your dog:

a. Proof that your dog has a current rabies vaccination.
b. A spay/neuter certificate (if appropriate).
c. The fee: $20.00 male/female $5.00 spayed/neutered.

To renew dog licenses by mail:

  1. Send documents (rabies certificates, spay/neutered cert.), fee (Check made payable to Town of North Attleboro) and a stamped self-addressed envelope to:

STREETS AND PUBLIC WAYS:
Streets accepted as public ways by action of a Town Meeting are recorded by the Town Clerk.  The list includes streets accepted by the City of Attleboro before North Attleboro was incorporated in 1887, streets accepted by action of the Board of Selectmen, and streets designated by Court Order as Public Ways.  
The list includes a reference to the enabling action, such as a Town Meeting date and Warrant Article Number.

BUSINESS (DBA) CERTIFICATES:

1. Any person conducting business in the commonwealth under any title other than the real name of the person conducting business must apply for a business certificate.

2. A "Guideline To Starting A Business" is available- please click: HERE

3. Business certificates are valid for a period of four (4) years.

4. Business certificate must be signed in the office of the Town Clerk in front of the clerk or Notarized.

5. If the business is terminated or moves out of North Attleboro, a discontinuance certificate must be filed with the Town Clerk's Office.

6. The fee for a business certificate is $40.00. Discontinuance or Change certificate is $20.00.

7.     CERTIFICATES MAY BE PRINTED AND SUBMITTED BY MAIL
  -Print the appropriate form (see sections 8 - 10 below).  
  -Complete the form and have the owner's signature(s) notarized.  
  -Form Must be completed in Black Ink or Typewritten.
  -Enclose a check in the correct amount made payable to the Town of North Attleboro.
  -Enclose a Stamped, Self-Addressed Envelope.
  -Mail to:  Town Clerk,  43 South Washington St., North Attleboro, MA 02760

GETTING MARRIED.
FILING MARRIAGE INTENTIONS:

1. Both parties must appear together to file marriage intentions.  Marriage intentions are valid anywhere in the Commonwealth for 60 days.  The fee for filing marriage intentions is $25.00 per couple.

2. There is a three-day waiting period after Marriage Intentions are filed before the Marriage License can be issued. (Not counting the day Intentions are filed)

3. A Marriage License must be obtained and the wedding must take place within 60 days from the date intentions are filed. 

4. The Commonwealth of Massachusetts repealed the requirement for a pre-marital blood test as of January 28, 2005.

5. Marriage certificates will be retained on file in the community where the intentions were filed, NOT where the marriage takes place

8.  A Marriage to be solemnized by an out of state non-resident member of the clergy requires a designation from the Mass. Secretary of State prior to the ceremony.  For information on the process and to download/print an application, please click  HERE.

9. A Marriage to be solemnized by a person who is not usually empowered to perform a marriage ceremony may be authorized if the required designation from the Mass. RAFFLES/BAZAAR PERMITS:

  1. Raffle/Bazaar permits are good for one full year from the day the permit is issued.

  2. Organizations holding a raffle/bazaar must have been in existence as a non-profit organization for at least 2 years.

  3. Applications must be signed by the Police Chief. Once signed by Police Chief, the applicant should bring forms back to the Town Clerk's office where the permit may be issued.

  4. Fee for a Raffle/Bazaar Permit is $10.00.

UCC FILINGS
Effective July 1, 2001, Uniform Commercial Code Filings are no longer recorded in the local Town Clerk's Office.  The existing UCCs will be maintained until July 1, 2008.  UCCs should now be filed with the Commonwealth of Massachusetts, UCC Division, 17th Floor, One Ashburton Place, Boston, MA 02108.
